Provisional Registration Updates

Provisional registration is a proposed system by the General Dental Council (GDC) aimed at enabling overseas-qualified dentists to practice in the UK under supervision before obtaining full registration. This initiative seeks to address workforce shortages and assist internationally trained dentists in adapting to the UK’s clinical environment.

Key Features of Provisional Registration:

Scope of Practice: Dentists with provisional registration would be permitted to work in various dental settings, including high street dental practices, provided they operate under the supervision of a fully registered dentist.

Supervision Requirements: The GDC would determine the appropriate level of supervision for provisionally registered dentists, ensuring patient safety and effective practice.

Pathway to Full Registration: During the provisional registration period, dentists’ practical skills and performance would be evaluated. Based on this assessment, the GDC could grant full registration or recommend further practice.

Implementation Timeline:

As of February 2025, the GDC has not yet implemented provisional registration. The Department of Health and Social Care (DHSC) conducted a consultation on this proposal from February to May 2024. The GDC has emphasized that, following legislative changes, extensive collaboration with dental sector organizations is necessary to design and implement the system effectively. Consequently, a specific implementation date has not been announced.

In the interim, overseas-qualified dentists can pursue existing pathways to registration, such as the Overseas Registration Examination (ORE) or the Licensure in Dental Surgery (LDS). These routes assess the knowledge and skills of international dentists to ensure they meet UK standards.

The General Dental Council (GDC) has welcomed the government’s consultation on provisional registration for overseas-qualified dentists. The regulator said it represents a valuable opportunity for overseas dentists to demonstrate their skills and experience under supervision while adapting to the UK practice environment.

Provisional registration is designed to be a time-limited status for those who are seeking to achieve full registration to be able to practise independently. Therefore, GDC will be required to set a time limit for the period a person may hold provisional registration status. A person will not generally be permitted to hold provisional registration multiple times, unless GDC agrees there are exceptional circumstances.

The legislative changes made in March 2023 that gave GDC more flexibility to determine how it assesses overseas-qualified dentists for full registration mean that GDC already has the necessary powers to make rules to introduce a process to enable provisional registrants to become fully registered through an assessment of their practice. It will be for GDC to decide whether to introduce such a process and determine how this should best operate.

What is provisional registration?

Provisional registration would enable overseas-qualified dentists who have not yet achieved full GDC registration to be able to work in the UK more quickly.

While many clients are reaching out, we’re currently lacking information. However, I shall ensure we understand the criteria once Provisional Registration becomes law to provide you the best possible outcome.

One key requirement will be evidence of English language proficiency. Those who are successfully registered with the GDC will provide evidence Type 4 as they have satisfied the GDC. Newly qualified within the last two years will evidence as Type 2.

Everyone else will need to pass the academic IELTS with the required score.
